If the Reds are 8-72 at midseason, what magical "rule change" by MLB's incessant micro-managers to keep cash flowing in to 30 billionaires? Square baseballs?

It's a much different game now. A pitch-out is now considered a waisted pitch, goes towards pitch counts, and an added ball in the ball/strike count favors the hitters.
Also statistically speaking a pitch-out does not give enough of an advantage of throwing out a guy stealing a base.

A pitch out was very rarely actually successful at throwing out a runner trying to steal, so it's gone the way of the dodo bird and the sac bunt.....virtually extinct because of the reason Jazzy Jeff mentioned: A pitch out still counts as a pitch thrown, so not only do you waste a pitch to the batter in the box (a pitch out will be a ball), but the pitcher has a wasted pitch counted against him in the pitches thrown category.
