Uh, you do realize Papelbon has had a really good season so far, right? No player is going to be perfect all of the time.

The issue with Papelbon, as is the case with various Phillies players, is that his contract pays him too much relative to his value (current and future). The amount he's getting paid as a closer is way too much. Those factors make him hard to trade.

RAJ is not going to get his price for anyone except possibly Hamels. What the Phils should do is what the Bucs did back in 08-09. The Phils are a mess on top levels of minors. RAJ should trade for volumes of prospects at all levels instead of trying for only top 10 guys that no sane GM is going to move for the overpriced stiffs on the Phils roster. Sure, some prospects won't work out, but you have to rebuild that system.
