There's two high school rules changes for the 2011-2012 season besides the almost annual ones regarding uniforms and corporate logos.

1) Now, there will be team control during a throw-in. The only reason for this was to make the penalty for an offensive foul consistent. Until this change, if an offensive team committed a foul anytime the ball was live except during a throw-in, there would be no free throws. If it happened during a throw-in and the defensive team was in the penalty, free throws would be taken. Now, they won't, making the penalty for that type of foul the same whether or not it takes place during a throw-in. It makes sense.

2) Now, during a throw-in, if a defensive player fouls the inbounding player on his body while that part of the body is over the court and not OOB, it's an intentional foul the same as if the part of the body that got fouled wasn't over the court. Until this change, the defender would have to reach across the line to commit an intentional foul. Now, any foul committed on an inbounding player is called intentional (or possibly flagrant, just like any other personal foul), regardless of where his hands are when fouled. Again, it makes sense.
