What do you mean by "back room deals"? Is he paying him illegally via other means?
You cannot ignore the salary cap, there are certain exceptions like veterans minimum and re-signing your own players but you cannot have hit the cap and then sign a guy to a max deal etc.
Wiki has a really nice article explaining how it all works but in the current environment, new deals etc. you cannot just spend your way to the top.

Pacers trade Gerald Green, Miles Plumlee, and a lottery-protected 2014 first rounder to the Suns for Luis Scola.
Pretty good deal for us, 2 scrubs and a ~25ish pick for a very solid backup power forward.
Scola's a big upgrade over Psycho T and should provide a lot of scoring, passing, and rebounding off the bench.
Not a bad off season for the Pacers with CJ Watson, Chris Copeland, and Luis Scola.
I think we have a decent shot of getting past Miami/Chicago now. Still weak at shooting guard though.
