Folks can still go to the overlook, it's just going down into the valley itself which is prohibited. Most folks just go to the overlook anyway, since rental cars can't go down the road and there's nothing down in the valley itself except scenery (no shops, restaurants or even public bathrooms) for folks to go to by themselves, anyway. There's a beach, river and ocean access, though which is public although, again, no facilities. There are some tour companies who are in a major world of hurt at the moment, though, since they would take tours through there.

I'm sure they are! We were planning on taking one of those tours when we're there in a couple of weeks. We'll just have to settle with enjoying the view from the overlook, which I'm sure will be breathtaking .
