What is the reason for not being allowed. I know it's 25% grade but AWD with a full locking feature at low speed for maximum traction. I don't think it's an issue but might be wrong.

No low range. Or is there? You need it for safely descending the steep grade.

AWD doesn't have a separate low 4WD gear set.

Okay, got it. After I posted I figured it need low range. I've been on some steep non-paved roads with it, but not 25%. No hint of any problems even on dirt and loose gravel though. The combination of the locking diffs and traction control would probably work fine. The newer technology works wonders. We have thought of getting a 2002-2006 Jeep Wrangler as a second vehicle so that would solve the problem, and allow us to go just about anywhere.

I have one of those (2002), with a 6" lift and a 5 speed manual transmission. And you're right--it can go almost anywhere. If you don't need "luxury"-style comfort (they're somewhat cramped), they're fantastic for going on or off-road.
Then again, I have yet to find a place that "the Beast", my '75 Jeep CJ 7 with the 10" lift and the "souped up" 304 V-8 engine cannot go! Except down the highway at over about 50 mph, getting any more than about 9 or 10 mpg. Definitely not a daily driver, but you can go anywhere in one of those! My TJ (the 2002 model up through the '06 are TJs), "Beauty", goes anywhere, on and off road (he's my daily driver, so he does more on-road, while the Beast is my "toy" and does most of the off-road stuff), AND it gets about 16 mpg. Not great for a car, but decent for the average Wrangler :-).

Maybe not, but I counted and listened to 38 Harley drivers head through town this afternoon on 101 in one big group, and they sure made an impressive noise
. Who needs more than 2 wd when you can just rumble the roads flat as you go?
