WV, I suspect your father in law is in all likelihood a military retiree (twenty plus years of service) by
virtue of his high rank. This would qualify him for medical care at Tripler as the DOD oversees military retirees health care needs. Military veterans with less than twenty years of service may be eligible to
enroll in VA healthcare. Two separate, federally run health care systems for two separate classes of
military veterans --- retirees and non-retirees
The Veterans Administration and Depart. of Defense (Army, Navy, Air Force, Marines) are two separate federal agencies, with two separate budgets and two different sets of mandates.
