A friend told me that much of the fleet owned by the majors has recently been shipped back to the mainland, creating somewhat of a shortage. Therefore, rates are fairly high now. He paid over $100 for a one day rental a couple days ago.

It is true at all the leisure destinations. A quick look at Honolulu has cars going for $373 per day April 1-4 and none available at Kona airport.
Your friend was lucky to even get a car, from what I am hearing. This is a great opportunity for anyone wanting to rent their car out through a site like Turo (not advocating doing that, but it might work for some people).
