Actually, only one of the posters who answered the OPs questions said anything about living off the grid. I recommended either Ka'u or Puna districts, but there are plenty of housing areas in both that have all of the utilities available, even county water. Yes, there are a lot of people on catchment for water, but that's really no big deal.
