Four budgies and put them all in one cage, each one with its distinct color.

1 regular green.

1 regular blue (the darker blue, not sky blue).

1 lutino.

1 albino.

I think they will look very cool in one cage.

How big is "big enough?"

Alternative, I am looking at just two birds, one Lutino and one Albino. If so, how big is "big enough?"

6 foot tall x 4 foot deep x 4 foot wide should be big enough.

How much room do you have for a cage? That may be where to start.

For two budgies, I am thinking 14 X 18 X 20.

That's pretty small. I've read that 25" x 25" is the minimum recommended size for 1 'keet. 2 should be housed in something considerably bigger, probably double.

Do you already have the cage or are you still in the planning stage?
