Is it mature or immature ?? My gut instinct tells me it is a female, but if immature all bets are off.

What's going on with its breast? Is it plucking, or does it just have some white feathers there that do not show up well in the pictures?

Based on the color of the cere, it looks like a female, but the link shared it post #2 gives some other clues that may also be helpful.

The breast is wet due to bath/water.
