You should have told them you must see the utility usage for the unit before you will agree to rent and if they said they don't know which unit, then you should have asked for all possible units and then if one was bad you could have refused to accept that one.

Your past utility usage isn't relevant because it is not for the same property. It wouldn't be worth your time even bringing that up. I really don't know of any recourse for you to get out of the lease other than just simply telling them you are not happy with the place and asking them to put it up for rent and when they get a renter you move out without penalty. They might would agree with that.

Do they actually physically go out and read your meters? Have you seen them do this? In VA I used to have a similar problem and I found out they were "estimating" usage based on past bills. This was a rental house so the past bills werent even mine...

Alabama/Southern power reads it remotely, I am told. They have super intelligent power meters, supposedly. The maintenance guys in my apartment went out and physically read the meter. I then spoke to the VP who manages the property and he is an equal, if not superior, dumb head. Who made sure my meter and my neighbors meters were read. The whole point being, when nobody's home (including neighbors, and assuming they turn off their thermostats) how can one arrive at a conclusive decision of power usage. I cannot believe how much the Lord has given to these worthless brains. I have resigned to my fate and will move out as soon as my lease is over in about 3 months and try and find a decent place to stay.
