I'm guessing that by "primary city" they mean the city limits of Birmingham, right? Or they just talking about downtown? If they are talking about Birmingham overall, 1 percent is actually a pretty substantial number for the city. Around 2000 people? I'm sure someone will laugh about that but for city that has a lost a lot of people over decades, that's a big turning point.

That's what I thought, which would mean a more substantial increase then the census estimate. But, when I looked at the Excel file that was attached, it only showed a 0.2% growth for the city.

I believe Birmingham and Hoover are considered primary cities of the metro area, so perhaps the populations of Hoover + Birmingham grew by a combined ~3000. That seems about right.
