Yes, he alluded to government criticism which has been overtly racial at times. It was a point of reference, not "couching" his language like you accused him of (he did nothing of the sort, see Oxford English Dictionary). The thread itself has nothing to do with race. His salient point has nothing to do with race. None of his words have been "couched" in any specified vernacular that is racial in nature. Everyone's laughing because you don't know what "couched" means.

What you're accusing him of is implicating a racial controversy re: Birmingham's City Council under the guise of a local news story. He didn't come close to doing that either.

You look foolish.

So criticism of the government is racist. Where have I heard that before?

I'm not going to OED as it's a registration site. Here's the definition of "couch":

Now unless you thought I was talking about embroidery, clearly the OP expressed the great news about Birmingham with a racial context (as in the context of the sentence).

Yeah, "The thread itself has nothing to do with race.", except that the OP made it about race. What was the OP's "salient" point? The surplus? Or triumphalism that a black Mayor with a white financial director can run a surplus despite overtly racial critics?

Not at all. I don't see how you can infer that from reading this thread. So we kind of agree that the OP didn't do that, except that you made false assertions to defend him.
