How efficient would it be for Birmingham to experiment with busy intersections, and just build pedestrian bridges.....replacing certain "crosswalks"? One would think it would help with traffic flow, be safer, and to my knowledge.....be more innovative. Question is, would it be worth the cost?

It wouldn't be efficient or worth the cost. At all.

Birmingham, Alabama is not South Las Vegas Blvd.

Innovation is going to be the key. You're going to need something totally off the wall to truly revitalize urban cities in the South. No one area draws huge crowds.
