However, the City needs to create a tax incremental financing (TIF) district to include downtown Ensley and the Five Points West and Crossplex redevelopment zone. This will be allow the required improvements to other major corridors aside from Ensley Five Points West Avenue, which will has gotten funds allocated towards major streetscape improvements, like 20th Street Ensley, Avenue E, Avenue W, Bessemer Road, Warrior Road, Avenue V, and Lomb Avenue. This would also more security measures for designated area including enhance LED streetscape lighting, CCTV camera surveillance, etc. This would be a major tool the City should use to jumpstart the revitalization of Ensley area altogether because these type of incentives would be definitely rehabilitate the largest commercial district (land size wise) outside of the Birmingham City Center.
