Anything west of APCO HQ starts to creep into the Civil Rights District. I would personally like to see a National Foot Soldiers Memorial in that area.

We can have the National Foot Soldiers Memorial. However, we can develop the surrounding blocks around the Memorial as the City Center should be densely developed throughout.
