24/7 and yes it is. It will display different varies of colors to signify different occasions. Special monthly observances, holidays, dedications, events at the bjcc (green for st. patrick day, red for christmas, pink for breast cancer awareness, so on and so on). Similar to what vulcan do.

In the 2nd pic, I just realized the bridge on the right has the old support deck instead of the new ones like on the left. That would be the 17th Street exit into downtown, right? So not only are there lights under the new bridge but some on the 17th street exit bridge as well. Wonder if the carraway/RME expressway exit will have lights under them? They have the old style support decks as well.

Those are going to so cool! First and only city in the US to do lights like this through downtown to my knowledge.
