Anyone know what a civil war 9 lb cannon ball is worth? Does it have black powder in it? And is it against the law to sell or ship? Thanks

Birmingham didn't exist during the Civil War.
You might search for a CW discussion forum. They would certainly know.

It may or may not have black powder in it...depending upon what type of shell it is. Some were solid shot, some canister (like a giant shotgun shell), and others with explosive inside. Solid shot wouldn't be illegal to ship, as it would essentially just be a round ball of iron.

But, to echo Southlander, check on a CW board...there's a lot out there, there should be someone there that could help you ID what you have.

You can imitate Archimedes and measure the density of the ball, then compare it to the density of iron. That should tell you if it has black powder in it or is solid.
