You have that exactly backwards. The landlord must allow a reasonable accommodation for a disability but it is the responsibility of the disabled person to pay for the changes needed and to use a licensed contractor and get legal building permits and to also pay to remove the accommodations when they leave.


It is not the landlord's responsibility to do any modifications to accommodate a disability and things like moving walls and widening doorways are not reasonable accommodations

This is absolutely false. The individual wanting special accommodations pays for them and also pays to have the returned to their original condition upon leaving. All the landlord is required to do is approve the request if it is reasonable.
