1. That depends entirely on the utility company that supplies the property, the square footage of the building, the habits of the inhabitants and the R value of the building. Best bet would be to call the utility co.'s in the service area you are interested in.
2. Call your insurance co. they are the only ones who can answer that specificaly, you are who you are and have personal vital stastistics and driving record, credit rating, etc.
I suspect the rates are cheaper in Idaho, but I don't know for sure. Don't forget to look at charges other than the rate itself, too - like a monthly service fee or the like.

We have a 3000 square foot house built in 1937 (drafty) and our average monthly gas bill is around $100 and our average electric is about the same. We pay $96/month for car insurance for two fully insured cars with good drivers with great coverage.
For anecdotal purposes, we have a 2600 sf two level house with two separate zones built in 1990. Monthly gas bill average is under $100 - probably $60-80 range. It varies between about $20 during the summer to $200 in the coldest months. We use gas for furnace, hot water, 2 rarely used fireplaces, cook top, oven and clothes drier. Electricity average probably runs a little higher, over $100 I'd guess, peaking at $200 in the hottest months and bottoming around $60 in the lowest months, which are spring and fall.
I live outside of Philly too, and used to live in ID. Don't know about natural gas, but you will pay about 3.5 times less for electricity. You will also pay less for your car insurance. Good luck!
We have 2 weeks until we move to Emmett, so I don't know about utilities, but our car insurance on 3 vehicles and 2 drivers dropped from $190 to $80 a month for upgraded coverage through the same insurer (Allstate). That's from CA to ID, not sure if Philly has the same costs as CA, but I imagine they are pretty similar.
