Regarding city government giving police what they need, the short answer is "no." When mayors and city council members grasp the fact that nothing they say and very little they do actually effects drug and crime problems, it will be a good start. Boise's city government is knee deep in the affairs of the PD, to the detriment of the PD's ability to do its job as well as it could sometimes. Other local governments are similar. Just as politicians should leave the prosecution of a war to the military professionals, local politicians should merely ensure that PD's are well-funded; then go back to planning and zoning and similar issues they might actually understand. Ok... I'm off that soapbox..
Idaho's drug laws are reasonable. They are far from lenient, but not ridiculous. Most of the city governments around here are pretty good about vandalism issues. Just a few years ago one could find long-standing gang graffiti in many areas of Nampa/Caldwell. The graffiti still appears these days, but is quickly covered up. Boise and Meridian are also good about covering graffiti-and there has been some success in catching and prosecuting "taggers" etc...
Yes, Idaho has a death penalty. It just doesn't have the commitment to carry it out. (See first paragraph)
I don't know how huge it is comparatively, but I do know it was a problem amongst many high school and college kids.
I remember two or three kids dying a few years back because of heroin. When talking to some kids I was surprised it was as big as it is here.
