Yup, leash laws. Depends on if the cop patrolling the park is in a snotty mood as to whether you'll get in trouble for it. If your dog is well trained its not much of a problem. There's a couple leash free parks too.
Several times in West Boise I've seen people walking their dogs down the sidewalk on major streets and the dog is carrying its leash in its mouth. Don't think that is what is intended, but it is funny to see.
I've had problems with my neighbors dogs not being on a leash and mine are. I contacted the HOA and they sent them a letter and the dogs are still off the leash!! What can you do!? Really nothing.
Also, keep in mind that some cities & subdivisions within them have limits on the number of pets/animals you are supposed to have. Typically, those are not highly enforced, but those are quoted and used when a neighbor gets upset at you and looks for something to get you. Be a good neighbor, don't let your dogs annoy the neighborhood and you will possibly never have a problem exceeding the typical two pet limits.
I have 3 dogs and could only find 1 sub division that allowed 3. I didn't have a choice. Because I wouldn't take the chance of getting reported
