The area that is considered Salt Lake proper is this little area surrounded by miles upon miles of suburban look a like towns. While SLC proper may have a smaller LDS population than it used to it doesn't mean much when the entire surrounding suburbs are mostly LDS. So, imo stating that SLC is only a certain smaller percentage of LDS is pretty much wiped out because that metro area as a whole is still extremely LDS and the LDS church still has major, major influence over SLC and always will no matter how many non Mormons decide to move there. The non Mormons will always be in the minority in SLC. Mormons do have a really high birthrate which accounts for most of Utah's growth.
To get back on topic, Boise is a great city and area for children. Kids here have a life because there is so much to do ----for all age groups. This is not the kind of city you will see kids playing stick ball in alleyways and causing problems.
