Try Song of Kali next. He writes the novel where the actual city of Calcutta is the antagonist. His use of atmosphere when telling the story is very similar to what he was able to achieve with The Terror.

Recently I heard someone say something about Simmons with which I totally agree:

Simmons writes the best opening chapter of any writer working today. Unfortunately, he rarely is able to uphold the quality throughout the rest of the narrative.

Wow totally disagree! I especially can't see how Drood, the Terror, and Black Hills fit into that premise. I never felt the stories "lost" anything after the first chapter. And the few books of his I've read that weren't wonderful (Carrion Comfort, Summer of Night) didn't necessarily have great openings.
