There were these two books I remember reading in my childhood that I am trying to remember:

1) This one had a cover where a kid was reading a scary book and you could see his hair stand on end. So the cover was a kid reading another book, if that makes sense. It's title was something like, The Most Terrifying Stories You Have Ever Read, but no covers look like the book I described.

2) The second book was a kid in his PJ's and he was filling a cup with I guess Nestle Quik. I think the story was he was not well and took the day off from school, and his mother I remember came home and they went out to have lunch.

Thanks in advance to those who know the titles!

Was it A Thrilling Hallowe'en by any chance?

I just played around with google searches and this image popped up. Not sure if it's the one you've already seen.

No, alas. I remember it was just a young teen reading the book (I guess book within a book?) as his hair stands on end. He was facing the cover reading the same book.

I hate when that happens.

Was either book from the library? If the librarians worked there long ago, someone might remember which book it was.

One time I so craved rereading a book from my early teens whose title and author I didn’t remember that I went back to the high school library during a visit back to my childhood hometown. I remembered the physical location of the book in the stacks! Too bad it was not there, and no librarian remembered it. Libraries refresh and change their collections continually, and it had been a long time ago, like 15 to 25 years earlier.

Another thing to watch for is that books, especially kids’ books, often are reissued with different artwork on their covers.

Just had another couple of ideas: Haunt the used-book stores, and ask the owner to keep an eye out for something like your target.
