If you're looking for a view first and foremost, Top of the Hub (check out pictures by clicking the link) at the Prudential Center is tough to beat since it's on the 50th floor of the second tallest building in the city. While the food is OK, it's a little overpriced for what you get. My suggestion? Take her to a nice dinner at a place nearby (L'Espalier is still one of Boston's best), then make your way to Top of the Hub for an after dinner drink and pop the question by the window near the bar (they have a comfortable lounge there and typically have nice music).

Meritage has an outstanding view of Boston harbor. The food is top notch as well.

Finally, I'd consider Marliave. Make sure you reserve a table upstairs. I like the view here quite a bit. It has big picture windows overlooking Bromfield and Province streets which are real old-timey Boston streets. It's very romantic with the lighting and candles. The food is very good too (and not outrageously priced).
I just checked Top of the hub, its awesome .... omg, so many choices, anw, thank you for your great list. Now i think i may pick Top, after i done with my final test on saturday, i will take a flight and be there at night, so i need to contact the manager for the X day tomorrow. is it possible

I have no idea if they can accommodate you. I would call though and ask. I've never proposed so I'm not exactly sure how to go about arranging stuff. I'd imagine you're not the first person to consider proposing there, so I'm sure they know what to do. Give them a call.
