I had an interview in the same general area a year ago, also late morning (I think 10-11 am-ish) and had no problem finding parking in a small garage somewhere in the vicinity of South/Essex/East St./Atlantic Ave. (my memory fails me). I managed to get away paying about $10 too, because I was there for just under an hour.

In terms of that other lot across the bridge in the Seaport district... as recently as a couple of years ago I think that was still only $10/day as well.

To answer the OP's question though, I think the full-day parking rates are prohibitively expensive enough that there are always some spaces left for short term visitors during the day!

M-F early bird deal is $15 now. Still about half what they charge for the garages downtown.

A little tip: If you park in the lot on A St across from The Channel Center, stop into Barlow's and have it validated. You'll be able to park all day for only $3.

great information guys, thanks! i really appreciate your help.

i first tried the lot on necco st but it was full. there was another huge outdoor lot nearby with tons of space but the sign said it was for post office employees only. i took a left and ended up at the famsworth st. garage which had a bunch of spaces at 9:30 am for $19 max.
