I decided to go up to the Skywalk yesterday evening. Been a long time since I was up there. I was actually pretty disappointed in it. Sure, it had great views, but it was completely empty. There was absolutely no place to sit, no snack bar or cafe, not even restrooms inside the skywalk area. They had a little film area, but even the benches in there were terribly uncomfortable. It almost seemed like they were trying to not make it inviting at all. I am assuming this is a concession, right? Or is it some kind of obligation the building owner has to offer?

Conveniently there's a place with comfortable seating, food, and drinks one floor higher. I'm willing to wager there's an agreement (at least on the concessions) in place to restrict those types of sales to Top of the Hub. The Skywalk is there to walk and around and take in the view. Top of the Hub is where you sit, relax, have a drink and take in the view. I'm with you, it would be nice for a cafe and some chairs to be there, but I think the arrangement between the two places is designed that way.

also less clean up, less damage as the furniture can't be vandalized.

Definitely recommend the Top of the Hub. If you are not interested in dinner, there is a lounge area behind the bar, which has a spectacular view of Boston.
