Just so you know: In the U.S., you can't just attend any university of your preference. You have to apply first. If you are accepted, you may choose to attend or not. But it's quite possible, as well, that you will not be accepted. It will depend on a number of factors: your facility with the English language and your past academic performance being two of the most important considerations.

Educationally will have more opportunities in Boston. Your choice of schools in Boston are much better than NYC. Take road trips if you want the NYC experience.

I don't know if any schools in the Boston area offer Petroleum Engineering as a major. I know where I went to college (Penn State) has a good program. As does Texas A&M and Georgia Tech.
