Are yiou asking about modular or mobile homes? They are two very different things.
Mobile homes are basically trailers that are parked in a more permanent lot or camp ground. They are usually a lot smaller and have no foundation to attach to. That alone makes them more susceptible to high wind and hurricane damage. Not mention the feel is more trailer like than house (rare to find Sheetrock walls and ceramic tile floor). You often don't own the land it is on, but rent it, so there are legal differences too.
Modular homes are much like a regular house only it's pre-made in sections at a factory and then installed at your lot on a slab or foundation. They tend to be cheaper than a "stick built" home, but can be just as strong (or stronger in some cases) so they should be as safe as a regular house. Plus their interiors can be made just like a regular house so it can be hard to tell when it's done, that you are in one (again depending on age and the manufacturer).
So mobile homes less safe. Modular homes, likely as safe if built to current wind standards.

yes Modular not mobile Lived in Holiday park yrs ago my kids could not stand the rin hitting the roof. its good to know modular is OK as they are cheaper and we are looking for social aspect. We lived beachside and Palm Bay yrs ago no one was ever out on the sidewalks . Here too in PA it is very remote and my kids are very bored with it!!!
