I think the neighborhood is called "Willert Park".

Directly east of downtown, there are clusters of beautiful niced-sized single-family homes. They look like they were built over the empty lots of demolished homes

Is that area experiencing a resurgence? What is the deal with over there?

Willert Park refers to the high-rise projects located at William and Jefferson. You probably don't want to live there. The newish houses located in the vicinity were built probably 15-20 years ago, and while rather nice, the neighborhood ain't so great.

Those homes were built in the late 80's through early 2000's as Buffalo's attempt to re-establish the area. The houses were marketed hard to the city employees, teachers, police and firemen with all kinds of deals like no out of pocket money except the first mortgage payment. There was a special loan program the city had in the beginning were you could get a loan to cover closing cost up to 25k, this attracted lots of buyers who would have never been able to have the down payment and closing cost ready for a brand new build. Also helped those who didn't qualify for the full mortgage from the bank because of lack of income. Many of the homes that were sold to people who used the extra loan programs max amount were foreclosed later. We had a few family members have homes built in the area since that was my Grandparents neighborhood. Only 2 relatives still live in their homes, others sold them around 2000. The houses sell for about 90k now, not much increase in value considering they were about 80k when people bought them. The city is enlarging the lots as they knock down houses that can not be resold at the auctions to match the suburban sized lots, getting ready for more houses to be built. And Buffalo Municipal Housing has been building family units along Jefferson that blend with the new homes. You can't tell they are public housing units just driving down the street. The idea is to have a mixed income neighborhood and their plans are working for the most part because middle class families have continued to own those homes into a 2nd generation of owners.
