Sadly, I think homicides were up in many cities this year. That solved rate is crazy and may speak to something else besides stereotypical not talking to the police.

Like police not concerning themselves with "thug on thug" murder?
That and "laying off" in terms of patrol due to high profile incidents for multiple reasons(liability, push back from communities from incidents, personal safety, etc.). There may be drug epidemic reasons as well(heroin selling/addiction for an example).
I know in Syracuse, there were/seemed to be more homicides that were domestic/relationship/family related as well.
Like the other thread mentions, this goes beyond Buffalo and even where the OP lives has seen an increase in homicides, among other places.
Also, to put it in perspective for my own understanding, Newark, NJ still has about 2x as many murders, and is a city that I walk around during the daytime (in all parts of the city) pretty regularly. Newark and Buffalo are almost exactly the same size.
Now Chester PA, Camden, NJ and Memphis TN are out of control. That's not to say that all is good in Buffalo though.
That is an old article. Since then, the rate dropped dramatically thru the end of the year. Final homicides in 2016 were 44, up 4 since 2015 (+10%). There were no homicides in December.
Slightly higher in 2016 than 2015, but still 27% LESS than 2014 (and way less than the peak of 74 in 2006).
