The prevailing winds are from the west ... northwest during the winter and southwest during the summer ... so the air pollution affects all of Erie and Niagara counties much the same way and doesn't respect municipal borders. Proximity to industrial sites, most of which are located in the cities of Buffalo, Niagara Falls, and Lackawanna is a much greater factor in contamination by air and ground pollution than prevailing winds.
Moreover, you specifically referenced "dumping" in your post not air contamination.

Not recently, as in new sites found in the last 15-20 years. Most of the industrial sites in Wheatfield (and Niagara County) are/were located in the western part of the town along the Niagara River, just like most of the industrial sites in Erie County are/were located in the western part of that county.
Having worked in the environmental field for over 25 years the practices of dumping were common. A lot of the hazardous waste areas are near water. BFI/CECOS landfill has a huge grout containment wall to prevent the contamination moving off-site.
