The Village of Depew NY is on the verge of being dissolved because they have had 17 years in a row
of property tax increases, and they can't raise them any higher and are on the verge of going bankrupt
if they don't. 75% of the village budget alone is going to the police department. Many other WNY villages, city's & towns are nearing the same situation. I hear Buffalo's & Erie County again are going to be in the red very soon. What good are the City Control Board & County Control Board

It is just something many municipalities, particularly villages, have been looking at in order to potentially cut costs. Some places in the state have already done this. Seneca Falls dissolved its village several years ago and there have been others in the state that have do so in the past.
If anything, it would possibly make sense to make Depew and Lancaster a city of about 25,000, given the continuous built environment. An example of this that I thought of is the current city of Winston-Salem NC, which were 2 separate cities at one time.

There is very little to no business growth or any kind growth at all. Most current business's are demanding property tax cuts such as Calspan which is going to reduce the tax base even further. City, Town, Village, County workers costs are skyrocketing with raising pensions cost 100K+ club, fully paid top of the line medical insurance, pension spiking, yearly longevity bonus's, cash back bonus for unused vacation/sick time in whole 30 40 year career comes out to $100,000, $150,000..per worker, Then you have to replace the jobs with new workers, which are family or political connected for generations.
Depew is going bankrupt and the neighboring towns are still annoying that and are raising
the property taxes again and giving all the public worker's there year raises,
The status quo in Erie County towns, cities, villages means raising property taxes & raising school taxes yearly, increase spending every year, adding more workers when theirs no growth and giving yearly raises, & year longevity bonus's to the public workers & teachers,

Good idea. NY definitely has far too many administrative layers.
Just FYI, when property taxes are relatively high, that tends to depress property values. The advantage of lower property values is tha the money stays local versus being paid as interest to a bank that will likely just sit on it rather than spend it in the community.
For instance if property taxes were cut in half, the services would drop, but the mortgage interest would significantly increase because the property values would rise. In many places in the country, people can't afford the higher cost of housing.

Your data says you live in south Cheektowaga, not Depew. Why do you care? I have family in Depew and they are not of the opinion you are

Ask all the people in Depew going door to door to get enough signatures to dissolve Depew
because there is another massive property tax hike coming in 2017's budget and yet that doesn't even take of the millions of debt Depew has, which means even more property tax hikes are coming in 2018, 2019, 2020 ...etc. Also I'm hearing Cheektowaga is going to have massive property taxes hikes coming very soon and the mayor knows this and is trying to start cutting, but all the public workers unions are trying to get her fired and vote her out of office because they all want their yearly pay raises and are all saying go and raise the property taxes, and saying too bad if you don't like it, go sell your house's and move. What a mess
