It isn't the worst economy in the country. Upstate's GDP, if I'm not mistaken, is similar to North Carolina's or just a little bit lower. I know that this is quite old and the Poughkeepsie area is now a part of the NYC metro, but this can give an idea of the comparison: //www.city-data.com/forum/city-...-new-york.html

North Carolina does not look a zombie apocalypse has happened and does not provide 3rd world country public safety services. Also North Carolina is growing and gaining population. Thousands & thousands of ex WNYer's have already moved to NC and reading several Facebook, Twitter, Vine, Pinterest sites. Lot's more WNYer's are planning or in the process of moving to NC. I wonder why so many people have already left or are planning to leave WNY ?
As a person that went to college for a while in MI, I don't know if services are necessarily better, as you would hear people complain about infrastructure and services in parts of the state. MI just became a little bit more "business friendly" in recent years due to Right To Work laws just passed.
Keep in mind that there are areas or parts of areas in MI that are struggling or are treading water like Flint, Saginaw/Midland/Bay City, Benton Harbor, etc. So, just like NYS, it has a mix of outcomes.
For the sake of this discussion I am limiting my statements to just the two cities, every state has a variety of communities that may or may not be doing well. I was just in NY last week the minute I crossed in from Jersey gas jumped $.45 a gallon for a business needing to ship items that adds up along with the Thruway tolls which can't be avoided.
Per the article they have had 18% growth over the 6 year period vice 4% for Buffalo, it's more than "a little bit more "business friendly" in recent years " that you state, they are doing something right. NY is regularly listed as one of the worst states for business due to taxes, regulations, labor rates etc. it just makes it harder for any locality regardless of what they offer.

Also, I already mentioned in earlier posts why the Grand Rapids area may have seen that much growth in its GDP. Everything isn't just about taxes, labor rates and regulations or Mississippi would be doing much better than it is currently doing. An aspect like culture may be overlooked in this case.

My point was about the claim that Upstate NY has the worst economy, which it doesn't.
To get back on topic, why do you think Grand Rapids has seen so much growth in its GDP?

No what I stated was those items which are controlled by the "state" not a municipality. A large amount of taxes, road tolls, gas prices, utilities are state regulated services. I will amend my last line to read Grand Rapids Fire Department (Budget 26 million) Vs Buffalo (Budget 4.8 Million) gee who's better funded.
It is about taxes, labor rates, excessive regulations if you want your state selected as a business location this is what a company will look at. Even Mississippi must suit some because Nissan is building cars there.
