I came across this article that shows good, bad and indifferent aspects of the city/area, as well as potential solutions for the area: Reinventing Buffalo | City Journal

This article makes many good points, but the one that most resonates with Buffalo is it doesn't have a large economic driver. Cleveland has world class hospitals. Detroit has the HQ to auto industries, and Pittsburgh has top ranked universities. Buffalo has no fortune 500, top ranked univeristy, or an industry it specializes in. That is partly why it has fallen so far down.
