Are you able to live in Canada? How often would you be going to Toronto?
Not sure your method of getting around and what kind of accommodations you're looking for...however...it's not the greatest but the Niagara Falls Housing Authority have a couple high rise buildings within a few minutes of the Rainbow Bridge. You can walk across that bridge and if you are taking the bus to Toronto the bus station in Niagara Falls is a few minutes on the Wego Bus which has a stop right by the Canada Customs. If you are on disability then you'd qualify for a small apartment through Niagara Falls housing. Again it's by no means a perfect living situation but if you're on a fixed income, and want to be as close to Toronto as possible, this is your best bet especially if you don't have a car.
