Seeing as we are talking Erie county.... Each individual township in the county has a slightly different process for issuing pistol permits.
To go through the entire pistol permit process
Expect to spend some $ probably 200-300, some time going to offices, interviews, applications, meetings and a lot of patience. The entire process is going around a year.
Its a huge burden and a pain. NY makes it as difficult as possible but generally speaking they are typically issuing a whole bunch of "unrestricted" permits lately which is great. As difficult as they make it, there are still at least 10s of thousands of people in the county with their permits. By some estimates 50,00-100 000 adults have their pistol permits. That's part of the problem that there is a large demand it slows down investigations. (I personally know many people that carry everywhere but it's like "fight club" and you don't talk about fight club unless your in fight club) so most people are oblivious how many people in the county are armed. NY only allows conceal carry, no open carry.
ARs and other modern sporting rifles are "ok" "maybe".(i said "maybe" because no one knows exactly for sure what is legal and what isn't. The law was written extremely vague by people who don't understand guns and at the end of the day it comes down to which law enforcement agency you have an encounter with, what their opinions are and then of it goes to court or not. To date most cases I'm aware of ended in plea deals to lesser charges. Hopefully with justice kavanaugh now a case will go all the way to the supreme court and knock down this unconstitutional nonsense. So without any real court case ruling to base our speculation from were left guessing as to what the intent is to a poorly thought out law called the NY SAFE act.) NY SAFE is widely unpopular outside NYC and long island) that in a nutshell states rifles that accept detachable mags cannot have features (pistol grip, flash bidet etc) it's a joke because it only limits cosmetic and ergonomic features.

You can have all the features of you use a fixed mag with a mag lock.
So to summarize, a mini14 ranch is good to go, a fully featured ar15/10 with a mag lock is good to go. An AR built without a protruding pistol grip, no vertical foregrip and no flash bidet is also on to accept detachable mags.
Also, only 10round mags or less for us "common folk"
