We'll see, but I don't think the loss will be that dramatic due to the gains supposedly early in the decade. So, who knows, as the last decade had estimates of big losses and ended up showing gains or the loss wasn't as big as estimated.

Also, I don't know if I would say immigrants are the only ones having children or that no areas Upstate have had population gains even according to estimates this decade. Ithaca and the Albany area appear to be showing gains. So, even the estimates depend on where Upstate you are looking.

Why differentiate who is and who is not having children? In the end all who are born here are Americans, period.

I actually agree and I can never understand why that is brought up in regards to anywhere in NY State. A state with a bunch of people within 4 generations, if that, of immigration or migration themselves.

^McMahon cited a number of factors for upstate’s comparatively weak performance. The state’s high taxes and stricter regulations have a lot to do with it. So does a stagnant, aging population.

Those factors, coupled with the pandemic, leaves the economies of Buffalo and other upstate regions “sluggish and struggling to get off the canvas.”

Not disagreeing with you, but keep in mind, European immigrants were discriminated against when they first arrived in America. Who doesn't have an Italian friend who's name no longer ends in a vowel, for instance? You might not even know.
