But now that you have, is this then a case of "much ado about nothing?" Since you've proven to me that this is commonplace. This is the first I'm ever hearing of FBI raiding a city hall and quite frankly I don't know what to make of it, especially with all the occurrences you provided.

The FBI doesn't spend 8.5 hours and haul away boxes of documents for nothing. I suspect this has been building for some time. Just because it happened a few times in other cities doesn't mean this is "much ado about nothing".
Buffalo has the distinction of being the worst city for HUD abuse.
Guess who was in charge of HUD in the 90's, and never investigated the $59B+ of misappropriated HUD funds from when it started up until that decade? Andrew Cuomo.
Articles from 15 or so years ago flatly stated Buffalo was the worst, per capita, for HUD funds abuse going back to the 70's. Corruption, graft, the local mob, politicians, etc., all made a lot of dough off of the $500M+ HUD dumped into Buffalo over about a 30 year period. I've known about it since the Usenet days of the 90's.
