Buffalo has always respected our Canadian neighbors. At every home (Sabres) game, the Canadian National anthem is sung before our own American, even if we're not playing a Canadian team, out of the same respect of having their flag waving in front of our City Hall. I lived my whole life knowing it as a tradition for us. It's a Buffalo thing.
The pictures were taken on a Sunday afternoon whereas not to show the people, but the buildings.
