Are there other countries that someone can get business funding in?

I know the U.S. is having difficulties, but what about the rest of the world?

Lots of Economic Development funding $$ in Iraq, Afganistan, and Pakistan (paid by US GOV). I have friends doing that work there, it is quite rewarding (if you live to tell the grandkids...). Many Ag producing nations have funding programs for micro enterprise / value added Ag.

Most other countries are very keen on funding technology, energy, and EDU projects... (and why not in USA ??)
