A lot of restaurant chains stopped cooking rare and medium rare burgers and now just "burn" them all because of fears of e-coli. I would think their insurance policy also prohibits them from selling burgers cooked rare or medium rare for the same reason, but I am not sure. Thinking of opening a burger stand and would like to know the answer to this question. Maybe the answer is its your choice not to be covered for e-coli, but if you are, you can't cook these burgers.

I just called a local bar and grill and they told me they would cook me a rare 1/2 lb burger.

You'll need to check with the AZ Health Dep't. on this issue.

Many states restaurant regulations for food safety have guidelines that require certain minimum internal temps for cooked food items. I've encountered this in my across USA travels where a restaurant normally served a medium cooked beef item, and would require you to sign a waiver acknowledging the risk of a lesser cooking temperature and holding them harmless if you did get food poisoning from that food.

To assure customers a uniform product experience (a burger in every state is equally bad), the national franchises cook all their food to the same temperature standard across the country. You're not a national franchise operation, you're strictly a local joint ... so check into your local county health standards for a restaurant to see what they require. Of course, you can call a business insurance broker with your question, too ... and find out their guidelines for "safe" food handling in your operation.

I don't own a restaurant but I do eat three times a day, so I'm an expert...! Above poster is correct, check with your local laws. I don't think it is legal to serve a rare burger in California.
The guy you called and said he would cook you a rare burger could possibly be breaking the law. I'm sure he knows the law, but just doesn't care. The odds of having the SWAT team show up when he serves it are quite small.....and he knows it...!!
However when his place is closed after the outbreak, he may not be so anxious to stretch the law to please everyone..
