A third interview...why would I be meeting with the HR recruiter now....?
1st interview-phone screen w/hiring manager
2nd-hiring manager in person
3rd- with director of dept....then a separate appt with HR recruiter later that day.
I have not had the interview yet but this process is a little different to me Im used to meeting with the recruiter during the beginning stages not the end. Not complaining just curious of this process...has anyone experienced this.

Typically - HR is where you'll learn more about benefits and discuss or finalize salary. And if you haven't already done so, this may also be where they will need you to sign waivers for background checks, NDAs, etc. if those things apply.
Every company operates a little differently. But in my recent experience, you meet with the hiring manager to discuss the job/environment etc. And meet with HR to discuss benefits, pay, etc.
Based on what you indicated - things are looking good. Just my .02 of course.
Sometimes hiring managers charge ahead and then bring in HR to clean up the details once they've made a selection. Depends on the companies culture and where the HR function sits in the companies internal hierachy/power structure.
The key will be to win the interview with the Director. Don't blow off the HR part, but what happens in the Director interview will dreive the hiring decision. I agree with macroy - its a good indicator.
Be prepared to pay close attention when you meet HR. My hospital HR department and all other related departments are all useless. They know nothing about anything and just keep referring me and the paperwork to each of their sister departments. I've had to do all their work for them, and then twice the amount of work just to sort out their mess. They have lost some paperwork even up to 3 times in a row - usually I will be lucky if they just lose it once. But they seem to be closely connected with people who do the decision making. I am sure the competence of HR personnel varies from department to department so be prepared to get as much information in writing as possible, and make a pleasant impression.
And prepare to be frustrated if you are hired and the HR sucks. They never get fired so all anyone can do is to proactively follow up on everything by yourself, complain behind their backs and try not to p*** them off.
I also think it's a good sign. After a 2nd interview (years ago) I met with HR and they sent me off to do a drug test. No company will spend money on the drug test if they aren't planning to hire, so I was happy to meet with HR. Good luck with your interview.
And don't discount HR. Some companies have a very influential HR department and it's important to show yourself well with them.
