I would like to track how much time is spent daily on company computers on each website. Point is to see whether is to much time spent on sites that are not related to work or not. Is there a free software used to this purpose? What do you think about website monitoring in company, could employees see this as one kind of spying?

Free? Only if you are quite technically savvy -- you'd need to dedicate one workstation as a router for all the other machines to pass through on their way to the Internet. There are various scripts and loafing tools that could run of such a dedicated router and you could probably use some analysis tools to then associate each other computer in the office with the various websites that were viewed.

I have no idea what specific workplace laws might pertain in your state, but it would be wise to research before you do anything that might result in whiny employees going to some state bureau of workplace privacy...

There are many firms that will sell you rather expensive software / devices / services to accomplish this too. I suspect many "business class" Internet providers would be only too happy to sell you these kinds of things.

This could maybe cause unrest among them but your right is to do it if you want. You just must tell them that their computers will be monitored.
