Hong Kong perhaps? Seriously though you are probably right about California. My brother and partner moved their multi-million dollar furniture business out that state in the 1980s and never looked back.
If you are looking at Texas, there are 254 counties and each of them have their own little dictators.

Lots equate best with lowest taxes which certainly is better than high taxes...
but first you have to make the money to be worried about paying taxes.

Thanks for that link cpg. Nice find. I found my Missouri to be #27th which is about right in my judgement. In my 60+ years in business in Missouri I continually had government leeches charging new fees/taxes which limited growth and kept me downsizing. This limited my gross income and my income tax contributions which I couldn't understand the city, county and state shooting themselves in the foot by getting lesser taxes from me. After my retirement I was amazed that many of the county employees were makeing higher incomes than the private sector whose taxes were paying their salaries.
