I've owned and operated an education related website for the last three years. Recently, my SEO firm has advised me that google is beginning to place a larger importance on social media presence to determine your google rank for search terms.

My website does not exactly lend itself to having a large social media presence or lots of original content. It's more service related, or a utility that people use, but would not actively follow or engage with on facebook.

Is anyone a marketing whiz and no how one begins to build a meaningful social media presence?

First off obviously you should have a presence on all social media pinterest, facebook, twitter, etc. Obviously some businesses they lend themselves more to social media posts than others but none the less seo is awesome for google rankings so you want to have a presence. Also you should be writing articles and submitting them to article databases, posting on forums in your niche, things like that. If you want more info tell me a bit more about your business and I'd be happy to offer some more specific advice. Also if you dont mind sharing more info about what your seo company is doing for you I can comment on that as well. Many seo companies charge big fees and dont use much. one other tip. typically american seo companies outsource the work to india and charge you 4 times as much as htey are getting charged and pocketing the diff so you may want to reach out to a foreign company
