You say you're willing to wait 10 or 20 years so I'd start working in the industry. If building a resort like that is your dream goal then act like it, learn EVERYTHING about running a resort, even housecleaning and cleaning the bathrooms. Work extra, work nights, work weekends, you'll probably want to get some sort of related degree, whether that's in business or hospitality management I don't know. While your friends are partying or traveling you should be focusing on advancing towards your goal. Get to know everyone at the resort you're working for, network with people at other resorts as much as possible.
If you do that for 10 or 20 years you should have moved up to a management level role where you'll be in touch with people who have access to the type of financing you're seeking.
Don't let others squash your dreams. The worst that can happen is that people say no. If you are truly interested in doing this then go try and find financing. If the plan is as complete and precise as you claim it is then someone should bite. Heck, you could even approach the members of shark tank or something. It is worth a shot.
