I'm thinking about looking into improving on an existing design of something we use in our homes.

It is an electrical contraption that I want to make and it is potentially a fire hazard.

Making something electrical for consumers, out of your own home, is there certain challenges that I need to deal with?

I mean, this product, if I wanted to buy a stand at a flea market, or a local county fair, and it was an electrical product I made out of my house (assuming I can figure out how to do that which will be a challenge in itself), I would assume it would need to pass some code in order for me to sell it on the street?

Would i have to get licensed and insured? If it is small-time (just selling a few items here and there) does it not have to be up to a certain standard/code?

This. No insurance company will cover you on many products without testing and approval by a certified lab like UL.

While a UL rating will not indemnify you from liability, failure to get UL rated will certainly cause you to lose a court case if you get sued.

Why would you consider developing and selling something that is a fire hazard? Is there no way to make it safe?

UL is also required by any wholesale or retail sellers, and for code compliance on new construction or permitted work.

I had a business for 16 years and did sometimes install electrical products, all were UL and I paid about $1,300/year (at the end) for business insurance. Installation also requires a contractor license unless “mount and plug in”.

I wouldn't. That's why I asked.

Now I know.

Gotta say it. Take a working prototype and a serious business plan to angel investors. I can't count the number of times I've been approached by someone with a good idea who didn't have twenty cents scraped together. Nothing moves forward without money.
